I can easily turn this into a WitP mod for you if you want, just like what I'm doing with your *HW 2 boardgame. *I'll fill you in on it's progress later, i've now got the programming that I needed.

More points for presentation! I can see why your teacher and classmates told you not to "sit on this". You should really try and get a publisher to publish this. You've already got a very impressive looking first model here.

Difficult to say, since I repeated some of the rules on some of the stuff that uses them (The rules for conventional wars, for example, are printed on the board. Same with the effects of the various weapons). I'm not sure if the concept will fly though... something I'd like to test someday.
